WHAT IS THE HUMAN CAPITAL OFFICEDIVISION?

Vacancies will be filled in the following specialty areas :

HCO, Office of the Chief of Staff, Compliance & Risk Management Office, Compliance & Assessment Branch

The following are the duties of this position at the full working level.

Supports an on-going HCO Operations enterprise-wide program to assess the current state of delivery and execution of all applicable laws, rules, regulations, and procedures pertaining to HR Operations.

Provides advisory services for HCO Operations on matters pertaining to initiating, changing, and evaluating the compliance and risk, efficiency and effectiveness of the assigned program operations, internal controls, processes, and procedures.

Develops approved strategies for testing, fielding, and evaluating new or revised processes and systems supporting human capital programs requirements.

Plans, organizes, and conducts independent assessments to manage HCO Compliance and Risk Management program to reduce risk and improve compliance within the operations.

Performs extensive research, leads, or conducts comprehensive reviews, process mapping and conducts program analyses to evaluate and assess program / project effectiveness and provide recommendations to rectifies significant and high-risk areas, potential program issues and problems.

Identifies actual or potential performance problems, emerging patterns, and new developments.

Leads, plans, organizes, and execute individual studies of major programs to develop the annual assessment plans, schedule, and implement internal control standard operating procedures.

Prepares and develops new assessment guide that contains detailed assessment methodologies and project milestones designed to determine compliance with applicable laws, regulations, and policies / procedures, effectiveness of internal control, and management of risks in human capital programs.

Meets with top- level managers and executives within the Service to define risks challenges to programs and socialize annual assessment plan / schedule.

  • Plans and coordinates the activities of the assessment to include personnel and budget requirements, assignment of work, monitoring milestones, communicating with customers and stakeholders throughout the life of projects, and mentoring and reviewing the work of assigned staff.

Research's Human Capital entity's business processes, policies, mission, and procedures to be assessed. Identifies, analyze, assesses, risks and compliance effectiveness of internal controls, in human capital office.

Gathers and documents sufficient, competent, and relevant information and data to provide the basis for assessment conclusions.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting.

Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury.

The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service.

One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement :

SPECIALIZED EXPERIENCE FOR GS-14 : You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.

Specialized experience for this position includes :

Experience leading large teams in planning, conducting, and reporting on complex independent audits, analytical studies, and assessments that evaluate the efficiency, effectiveness, and risk and compliance of federal (or other) human resource programs and developing recommendations for improvements.

Experience in developing strategies for testing and evaluating human resources program operations, planning and coordinating the activities of the assessment including personnel, communication with management and stakeholders, and providing feedback to staff;

conducting independent quality reviews of comprehensive assessment reports to ensure conclusions reached are fully supported by evidence collected, negotiating and resolving controversial situations, and persuading others to accept assessment recommendations.

Experience applying a wide range of advanced human resources (HR) laws, regulations, compliance, policies, and precedents and comprehensive knowledge of HR principles, practices, and procedures sufficient to plan and provide comprehensive HR management advisory and technical services, assess program compliance, and develop and implement recommendations to improve program compliance.

MEET TIME IN GRADE (TIG) REQUIREMENT : You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to.

Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT : By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
